The explosion occurred at an unscheduled exhibition of military equipment on Saturday in the northern Ukrainian city, local officials said. Four people remained hospitalized Sunday. In his video address late Sunday afternoon, President Volodymyr Zelensky said two people had since been arrested. “Two people directly involved in the tragic incident in Chernihiv have been arrested on suspicion of committing a criminal offence,” he said. “The State Bureau of Investigation is conducting a criminal prosecution.” Viacheslav Chaus, head of the Chernihiv regional administration, told Ukrainian television on Sunday that the administration had not been informed of any military presence at the public event. “If there was a message that there would be soldiers, then we would have intervened in the situation and the army would not have taken part in such events,” Mr Chaus said.
