Electricity and water supplies to Enerhodar, Ukraine, were cut off after residents reported a powerful explosion on Tuesday that rocked the town, Mayor Dmytro Orlov said. Ukrainian Deputy Prime Minister Iryna Vereshchuk has asked Russia to allow civilians from the region – which is controlled by Russian forces – to cross into Ukrainian-controlled territory.
